Question: Everything and Everyone is Obedient to God?
To Him belongs every being that is in the heavens and on earth: all are devoutly obedient to Him. -- Sura 30:26
This is just not true. The Qur'an itself talks hundreds of times about the disobedient, the transgressors and the evil-doers, both among men and among jinn.
Answer: God allowed everything the good and evil. Satan is even in obedience to God in the plan of temptation of man. God gave the will to Satan to disobey and man to choose to do the good of evil. God has the power to finish it from the first day of man creation or erase or evil in one day. It is his creation and he has the right to do what he likes. It is like a prophecy we still have the choice to do what is right or wrong and the final details of our actions end in a prophecy that we may even be aware of beforehand.
